e have left behind another year with its ups and
downs. We, as the National Olympic Committee
of Turkey, look upon the new year with confidence.
Even though İstanbul’s candidacy for the 2020 Olympic
and Paralympic Games, the most important issue
of the year, did not end with the desired outcome,
İstanbul has gained, contrary to previous perceptions,
the status of a serious contender that always have to
be taken into consideration and respected, in any fu-
ture bid in the international sports arena. With an ob-
jective evaluation of the process, the future steps to
be taken towards this goal in the light of the expe-
rience gained, shall be much healthier and stronger.
Turkey must target participation with at least 200 ath-
letes to the 2016 Rio Olympic Games. Investment in fa-
cilities alone will not be sufficient for success in sports.
Moving up sports in Turkey to a higher level will not be
possible without maintaining prevalence of plans for
preparations focused on performance and selection of
new talents.
Doping related incidents that occurred in our coun-
try in 2013 unfortunately have reached to an upset-
ting and disquieting level. Various examples of such
have been observed, not only in Turkey, but around the
world as well. NOC of Turkey is fighting against doping
with great determination and trying to accommodate
the ‘zero tolerance for doping’ notion into the collec-
tive consciousness of the community. I would like eve-
ryone to know that we shall never give up or compro-
mise with this policy. Anti-Doping Commission of the
NOC of Turkey is conducting intensive work in line with
the World Anti-Doping Agency (WADA) rules. I would,
once again, like to thank Türker Arslan, Vice President
of the NOC of Turkey and Chairman of the Anti-Doping
Commission and Coordinator Prof. Dr. Rüştü Güner as
well as the esteemed members of the Commission for
their outstanding endeavours.
Methods of analysis are going through a seri-
ous transformation in parallel with technology.

yi ve kötüsü ile bir yılı daha geride bıraktık. TMOK
olarak yeni yıla inançla bakıyoruz. Geçtiğimiz yı-
lın en önemli konusunu oluşturan İstanbul’un 2020
Olimpiyat ve Paralimpik Oyunları adaylığı her ne ka-
dar arzulanan sonuca ulaşamadıysa da, geçmiş algı-
lamaların aksine, İstanbul’un uluslararası spor are-
nasında artık saygın ve her zaman dikkate alınma-
sı gereken güçlü bir aday konumuna geldiği görüldü.
Bu konuda yapılacak objektif değerlendirmeler ve
bu süreçte edinilen deneyimin ışığıyla bundan son-
ra atılacak adımlar çok daha sağlıklı ve güçlü olacak-
tır. 2016 yılında Rio’da düzenlenecek Yaz Olimpiyat
Oyunları’na Türkiye’nin en az 200 sporcu ile katılma-
yı hedeflemesi gerekiyor. Sporda başarı için tek ba-
şına sadece tesis yatırımı yeterli olamaz. Yetenek se-
çimi, performans odaklı hazırlıkların planlanması ve
yaygınlaşması sağlanmadıkça sporumuzu bugün-
künden daha yukarı bir düzeye çıkarabilmek müm-
kün olamayacaktır.
2013 yılında ülkemizde doping konusunda yaşanan-
lar maalesef üzücü ve endişe verici boyutta oldu.
Sadece Türkiye’de değil, dünyada da bunun çeşit-
li örnekleri görüldü. TMOK olarak dopingle müca-
dele konusunda büyük bir kararlılıkla hareket ediyor
ve ‘Dopinge Sıfır Tolerans’ kavramının toplum bilin-
cine yerleştirilmesi için çaba gösteriyoruz. Bu politi-
kadan vazgeçmeyeceğimizi ve asla ödün vermeyece-
ğimizi tüm kamuoyunun bilmesini isterim. Dopingle
Mücadele Komisyonumuz, Dünya Dopingle Mücadele
Ajansı (WADA) kuralları çerçevesinde yoğun bir çalış-
ma yürütüyor. TMOK I. Başkan Yardımcısı ve Dopingle
Mücadele Komisyonu Başkanı Avukat Türker Arslan
ile Koordinatör Prof. Dr. Rüştü Güner ve komisyonun
değerli üyelerine üstün çalışmaları nedeniyle bura-
dan bir kez daha teşekkür ederim.
Analiz yöntemleri günümüzde teknolojiye paralel bir
şekilde çok ciddi değişim geçiriyor, artık nanotek-
nolojiler kullanılıyor. Kan teknikleri, hücre dopingine
