he main outcome of the
World Conference on
Doping in Sports held from
12 to 15 November 2013 in
Johannesburg, South Africa,
was the adoption of the new
2015 World Anti-Doping Code
to take effect on 1 January
2015 and the new sanctions
for anti-doping rule viola-
tions. The World Anti-Doping
Code, last revised in 2009,
and the related International
Standards aimed at bring-
ing harmonization among an-
ti-doping implementations
went through fundamen-

Anti-Doping Code increases
the sanctions for doping vio-
lations from two to four years.
There could be deductions in
the sanctions, if the athlete
proves that the banned sub-
stance was taken unintention-
ally or if declared innocent for
some other reasons and even
an abolition of the penalty
as the case may be. The new
code also extends the Statute
of Limitations for doping vi-
olations from 8 to 10 years
allowing anti-doping agen-
cies to store and test samples
for up to a decade and ena-
bles retrospective testing. The
